Do you know of a reliable source which says that he wrote in English, Russian, and Arabic? I have searched, and failed to find any mention of his doing so. CommentWP:DGUIDE states an exception for historical figures whose names were anglicized. I think Ho Chi Minh may fall under this category, however you can entries of his name on other Encyclopedias to show that most of them do use the form of his name with diacritics.
